Stone Guy #3 is the third incarnation of the Stone Guys. He was stolen from a desert village by Felix on his way back home from the jungle. His role was to protect Water Sheep's grave (and, probably, torture). In the next part he had disappeared due to Felix not giving him a name tag, causing him to despawn.
